How countries manage Covid 19 and what can they do more

Covid 19 is announced to be a pandemic on 11 March by WHO when 114 countries have been affected from the virus and killed 4.291 people. Today, the 4th of April, 1.134.418 people are infected and 60.115 died. (WHO, 1) The virus started spreading in Wuhan and since the effects are not seen clearly in the first sight, the measures that should be taken by most of the World authorities were a bit late. The important question can be how to manage this crisis and what countries did and can do to combat with virus.

According to World Economic Forum and NY Times, Mainland China begun to recover from the virus’s effects from February 20, confirmed coronavirus cases are falling gradually, factories reopened and operating 2/3 of their capacity, flight capacities from the country is recovering, consumers cautiously returning to restaurants and malls. (World Economic Forum, 1) China claims that their authoritarian control system allowed them to act rapidly against contagion. Since some organizations argue that countries like South Korea, Taiwan and Singapore did response well to covid 19 without having an authoritarian system, according to some people who live in China, they also used autonomous electronic surveillance systems. They diagnose citizens by this electronic surveillance systems who could have covid 19 and people who could contact the virus suspicious ones helped them to recover faster than most of the countries. This kind of a system for humanitarian usage could help the World from the possible future worse case scenarios.

In Taiwan, since the country faced a similar virus, the 2003 SARS outbreak, they announced some precautions for their citizens in order not to be infected. They were able to react quickly for social distancing measures that are needed this virus to spread. (Forbes, 1) Even the initial case has been announced in January, in the 4th of April, they just only have 355 cases with 5 death tolls. In Taiwan “most schools and businesses have remained open through cautious practices that have meant, internally at least, disruption has been minimal.” (Forbes, 1)

As the virus has become viral on Dec. 31 in Wuhan, Taiwan limits the flights between Wuhan and Taiwan and started to display the passengers. Additionally, they took actions like: “included border control from the air and sea, identifying cases, quarantine of suspicious cases, managing resource allocation, daily press briefings, identifying false information and formulating economic policies to relieve families and businesses.” (ABC, 1) Technology and big data are also effective for analyzing the people’s travel histories and if there is a risk that can be seen, people are self-quarantined and followed by their cellphones. (ABC, 1) The military cut the exports and produce masks for the citizens and the government let all healthcare institutions to access to all patients’ travel histories. A cloud of all data, transparency and resource allocation played a crucial role in Taiwan’s reaction against this virus. Experience from the SARS also made them careful about this kind of a situation.

Virus spreads to EU, UK and US too. In the EU, Italy is one of the most affected countries. Since Italy has already had a fragile economy on the national level, lockdown measures were not taken adequately quick. (TIME, 1) While virus was proliferating in numbers of people, they started to shut down all less necessary functions, that can gather people. UK government was a bit late for taking actions against the virus. Actually, Jeremy Hunt who was the Secretary of State for Health of the United Kingdom ”said the government’s decision to stop testing so-called community cases — those people who have not been admitted to hospital — should be reversed”. (Business Insider, 1) That means government even stopped testing its’ citizens. After the virus’s effects getting worse in the UK, Prime Minister Boris Johnson changed government strategies for combating the virus. (TIME, 1) Citizens were warned to isolate themselves for 14 days if they had a cough or fever, not seeing each other and not going to public places.

Most of the countries are taking measures against the virus. Both for avoiding its effects and contagiousness. We are facing a variety of cautions from governments and organizations around the World. This virus actually changes the dynamics of society and economy. People are learning the early cautions’ and rapid structural changes’ positive effects. In the World, governments and companies even reallocate the countries’ manufactures to covid 19 against productions. Ventilators, masks, disinfectants are started to produce in related factories that were not producing these products and most of the pharmaceutical companies started to invest on researches for the solution of the virus. Additionally, artificial intelligence, electronic surveillance, big data and policy implementations can have crucial effects for people if used in humanitarian ways.
